Set the window borders to black (full black, with the color mixer) then open regedit and change this from 1 to 0:

HKEY_CURRENT_USER\Software\Microsoft\Windows\DWM\EnableWindowColorization

Now open Task Manager and end task to Desktop Window Manager.

It should restart by it's self and your taskbar should be whatever colour you set the window borders to, while the window borders should be white.

Keep in mind that after changing this, if you go back and select a different taskbar color, then it will revert back to having the same color for window borders. Choose your desired taskbar color first, then apply the registry changes.
