I use Windows 8 as well as many other users here, so I want to offer you to share here the beautiful themepacks for Windows 8 you find or create.

Okay dumb question probably but why are these 'themes' just wallpaper sets?

That's what Windows call them. Themes. Wasn't it that way even on Windows 7?
