Need new monitor

I need a new monitor as the current one i have is having a few issues , i need a screen thats atleast 21 inches and if possible full HD , any suggestions are welcome atm i have no budget.

Dell u2412m? Very good monitor for the money - IPS and LED backlight.

I recently bought an Asus PB278Q.
This thing is absolutely awesome. Check reviews for yourself, but I'm freakin' loving it.

Look on craigslist for a nice CRT monitor the picture usually out does most CRT monitors

CatLeap Yamakasi. They make the same display for the 27in iMac. it's a 2560x1440 IPS display at a fraction of the cost. My friend just bought one two weeks ago from the same ebay seller and it arrived in a couple of days. There are hundreds of reviews of this monitor on overclock.net and other forums as well.
