installed windows 8 on my mum's laptop
she didn't have a live account, so ignored that step.
Then since I couldn't use the mail/calendar etc I created an account and put it on the system
yet still cant access any of those features, clicking on the store just brings up the ring or dots and that's all that happens

Are you logged in with the account that you created? As far as I know you must be in order to use the store, and those apps get their data from your Microsoft account.

You need to setup a Microsoft Account for your mum.

If she already has a Hotmail or Live or Outlook account, she already has one. Without the Microsoft Account there is no 'centralized' identity for the Windows App Store to work, so if she were to buy an App, there has to be a mechanism that links it to her.

Several Apps require a Microsoft Account, but it isn't a bad thing. Unlike Google, a Microsoft Account is highly secure, and you can even use your mum's current email address and NOT obtain a Hotmail/Live/Outlook email address.
