IE10 and Youtube issues / Windows 7

Hello,
 
I've been having problems with IE10 and youtube for the past 2-3 weeks.
 
Most of the time, when I open a video, it lacks the quality control chooser. If I refresh the page, it comes back.

At first I thought it to be a flash issue, so I reverted back to an earlier version, but it didn't help.
 
Is anyone else having this issue?

Yes I complained about this in General discussion some time ago. I 'fixed' this by installing IE11.
