Why does OneDrive keep redownloading files?

I have about 20GB in OneDrive. I did a fresh install of Windows (Win 10 10041) on a laptop. Then I manually copied all of my OneDrive files into its folder, so that it wouldn't redownload them all.

 

But its still doing that! The files are right there and it doesn't care. Any fixes?
