Windows 10 : Interacting with background windows

You know how it is now possible to scroll the content of background windows? You'd been able to do that for a long time on OS X where it is additionally possible to hold down the command key to be able to move, resize  and otherwise interact with windows in the background without activating them. Is there a way to do that on Windows 10 as well?  Thanks!
