I've noticed this on the last keynote too. Have you ever noticed that Scott Forstall (Vice President Platform Experience) the one who talked about the Iphone SDK looks like Steve Buscemi. So after watching the keynote I was bored and did a little photoshoping.

Didn't have a clue either, and I have to agree I don't think he looks like him at all really.
