My guess: A demo car that dealers take to shows or police stations showing how they can do up a standard car to be a police car?

Yeah, thats what I think too. Although my first thought was WTF you must be joking.
Normally they just send fully liveried cars, as everyone knows what a focus looks like.

Also you still have white police cars, where I live they are all silver now :p
