Yes this is a big problem with this in the U.S.! Police can't detect anything they are not paid to detect! So they only answer to Big Business! Most civil corporate crimes at home or at work are ignored by local police as they choose not to handle this type of terrorism.

Buy a dedicated IP and you can surf fast.

From what I've seen, free solutions like these generally either throttle the connection (e.g. 300Kib/sec) or set a cap (e.g. 1GiB / month). If you want faster speeds, there are cheap paid solutions available.
