unable to move desktop icons

I no longer can move my desktop icons around. When i right click on my desktop and go to view, the following is unchecked:

Auto Arrange Icons

Align icons to grid

It is like something is preventing me from moving my icons. I didnt have this problem earlier when i started using the consumer preview last month

I've experienced the same problem twice with icons on my taskbar. Restarting the machine solved it.
