It is set so that the topic starter and staff may only vote for the best answer. It's an optional feature, but hopefully people will use it. I have also added it to NeoBay and Grafix Exchange and I will require that items that are sold, or images that have been chosen by the asker be marked as Best Answer so that topics in those forums are marked as solved. This way it will show up as that on a Google search, for example.
