8.1 All wireless networks acting like metered networks

After the upgrade to windows 8.1, all of my wireless networks on my Surface Pro are acting like they are metered networks. Is anyone else experiencing his issue?

 

I have gone into PC settings to verify that it is set to not be a metered Network, and it is set correctly. I also cannot find a way to forget the network. You used to right click on the network in the charms bar. Now it only gives disconnect as an option.

Looks like it is fixed. Didn't think there would be any updates already for windows 8.1, but after doing about 6 updates or so, it is working fine now.
