how exactly do they know that exchange HFT servers caused this?... sounds like speculation... which is all the markets do

What do you mean? There was a notification went out.

All I see is a notification from the data center to clients to start shutting down because they lost HVAC, not a notification saying High frequency trades were causing servers to overheat and caused a HVAC failure
