Look over System.Net.Sockets in MSDN, socket handling is covered very nicely in the platform. Or choose from plenty of third party alternatives, whatever fits your needs.

Just a guess since he's coming from a VB6 and ActiveX background, doesn't have much of a choice. There hasn't been an unmanaged version of VB since then, and if he was using VC in the past there's a bajillion C++ libraries already out there.
