Doesn't change a thing for me. 
And the 2012 reveal was done on PC, of course they would need to scale down the graphics somewhat for PS4 and XB1 since the hardware was not finalised until September 2013. 
Its like, NeoGAF is full of people who don't realise the obvious. 
Its the same with ANY game in development. 
Doesn't matter what your playing, XB1, PS4, iPhone, PC, Android - it will get developed on PC first. The tools to make any game are ALL on PC. 
Those assets are then handed off to programmers who then port that game to the device. Graphics still use the original textures, but programming 'magic' will scale them to whatever the hardware can show them.
It's been that way for years, can't see it changing anytime soon.

Anyway I have this game pre-ordered for PS4. 
If people want the original 2012 E3 graphics (4K Textures @ 60+ fps) get the PC version.

Good grief, this just killed my excitement for the game. And the news about The Division doesn't sit well with me, either. My feeling is Ubisoft wanted to boost their image a bit (and maybe stock?) by creating these elaborate, fantastic looking preview tech demos. I have zero faith either game is going to be all that good.

I'll be honest so far i've seen nothing on next gen console that actually felt next gen to me.

 

The more i think about it the more i lean toward upgrading my PC next year instead of buying a next gen console. All PC games can be played with a consoller on a TV these days anyway.

Ubisoft has 5 major releases for this year, and I think the rumor is that The Division is being delayed because of it.

This is because ubisoft wants it to run on last generation systems, if they dropped the 360, ps3 and even the Wii U versions then I bet we'd see less of a downgrade at least for the new systems.

Still, where's the PC version videos? I don't care about the console versions but the PC shouldn't be downgraded at all.

I'd still lower the expectations. After all, Watch Dogs was delayed (twice, if I remember correct) too.

The Division is going to be a Xbone, PS4, PC game. It was revealed as such. If that's changed since the project went dark, it's news to me.

The beginning of that stream was just too perfect, multiple audio overlaying the interview as to why the game was delayed, and some foreign-language ad going on in the background. Though unintentional, it fit really well with the whole hacking theme of the game.

 

EDIT: For those interested, they pretty much deflected the question about graphical quality.....saying they don't feel the graphics cause need for worry, and journalists have played the PS4 build and were very happy with the graphics. They didn't at all touch on the E3 reveal vs the new trailer.

Plus this game is current gen. Until devs move soley to next-gen. Games won't look as good as they can be.

Not so much because of the last gen systems but because even the new systems have their own limits.  As much as people want to talk them up, sure they're a nice bump from last gen but nothing gives you the control of the PC for graphics settings.  Why downgrade the PC version when the PC gamer has the ability to downgrade it to match his or her own systems ability?   Some can play on high at 1440p, some can play high at 1080p, others lower, that choice isn't in the console so the developers have to downgrade or for lack of a better word, match, the consoles hardware.  

 

With the PC they can start high, toss out some recommended settings and let the users set what works best.

I personally don't care much about graphics, gameplay sounds fun as hell so it will definitely be one I play.
