Can't delete a folder on Win 7. Help?

I used to format every other week, just because I felt like it.... But since I use my computer for work mostly, and use alot of very heavy programs (Visual Studio for example), I do not anymore. Maybe twice a year, tops.

Assuming the Image wasn't created yesterday, you will still have Windows updates, and 3rd party updates to do like Adobe Acrobat and flash.

not everyone creates backup images (they can get rather large)

i prefer to do things from scratch when i reinstall windows
