It's USER32.DLL located in C:\WINNT\SYSTEM32 (Windows 2000) or C:\WINDOWS\SYSTEM (Windows 9x), but I'm still trying to figure out how to save the USER32.dll in Microangelo Librarian with the new icon (both 16 and 256 colour format). You need a hex editor for the Startbanner.

For the Start Button Name, use ResHack to open EXPLORER.EXE. Look for String Table 37 and where it says Start, change that to what you want viewed in your Start Button. You can even leave it blank if you want, like I did so far. As for the Start Icon, you use USER32.DLL as your resource. When you make the icons, you need the following sizes: 10, 12, 14, 16, 22, 32. Make the icons, save them, and modify the Icon Group 105 (or whichever one has the Windows flag) for USER32.DLL. By right-clicking the icon group, you can change all six icon sizes at the same time as long as they are saved in one ICO file. You will need the Replacer Utility to replace these files.

Oh, BTW, you better disable WFP before modifying those files by going into REGEDIT, accessing the HKEY_LOCAL_MACHINE\SOFTWARE\Windows NT\CurrentVersion\WinLogon, and changing the SfcDisable value to FFFFFF9D.
