Stock FX-8150 Heatsink/Fan Extremely Loud

Hey guys, been a loooong time since I've posted here. I've got a peculiar situation with my friend's new build. Currently, he has an AMD FX-8150 paired with a GIGABYTE GA-970A-UD3 motherboard. Put everything together last night and it was running great while we installed Windows. He's got an Antec P280 case so the machine was running extremely quiet through the install.

Once we booted into Windows (and also moved the computer upstairs), the CPU fan ramped up to 5500 RPM and showed no signs of relent. After installing the motherboard drivers and using EasyTune 6, I was able regulate the fan speeds but it didn't stick consistently. It would go quiet for a little while and then ramp up again. It looked like the software was exiting and not running in the background when I minimized it to the tray. I also tried using Speedfan to regulate the fan but it wasn't picking up on the CPU fan for some reason.

Anyway, I just wanted to know if anyone else had this issue and if you were able to find a solution to it. I'll be checking on his computer again tomorrow to see if we knocked anything loose when we brought it upstairs.
