They tried year-round daylight savings once -- apparently no one liked it. Congress passed the Emergency Daylight Saving Time Energy Conservation Act of 1973, Pub. L. No. 93-182, 87 Stat. 707. The experiment was short-lived, however. The next year, Congress passed legislation, returning the nation to standard time during the winter months.
