Shutdown the machine. Wait few seconds, start the machine, hold down the "Del" as soon as you hit the power button and see how that goes.

Depending on your settings, fast boot doesn't always load ps2/usb drivers, so you may not be able to get into the BIOS. On some motherboards fast boot will be disabled for one boot after losing power. You can try a shutdown and then either unplug or turn off your power supply for a few seconds. When you plug it back in and hit the power button, start hitting DEL (or whatever you have to hit to get into your BIOS - sometimes F10, etc.) Good luck. If that doesn't work, you'll probably have to reset CMOS to turn fast boot off.
