Am I correct in thinking to do it cheaply (home network) I can just have two independant PCI-E gigabit ethernet cards, then link the two via cat6.

You don't even need cat6, 5e will work just fine for gig.

No not required if at least 1 of the cards is gig - since the gig standard requires auto cross.

That's how we have our nas device connected to our two hyper-v nodes. one node to each nic on the nas device.
