Is my DVD Burner toast?

Replace the drive just to be safe taking it apart to clean it voids warranty

1: It's broken, **** the warranty (that I'm pretty sure has long past)

2: If you buy a new one, you'll be throwing it in the bin anyway.

I can't tell you how many peoples Xbox's I've "repaired", just by cleaning the lens.

Windex is an intense solvent!

Don't use windex to clean CDs. That's a terrible idea. All you should ever need is a little water and a microfiber cloth. At most reduce IPA down to ~20-30% with distilled water and use that. IPA at 70+% (as it is sold) is also terrible to use without reduce with water on just about anything.

Windex is for cleaning glass.

The CD's are toast not the drive. Who cleans discs with Windex that's a sure why to destroy the data on the discs, you'd might as well just snap the discs and be done with it lol.

Think that's an epic FAIL!
