Well rumor has it the Chinese already have the build. But i cannot confirm this as a fact :( we will just have to wait and see i guess was hoping for it to leak publicly tonight (could still do) Even possible leakers do get the RTM today there is nothing saying they will leak it right away i guess :(

Microsoft has finalized its Windows 8.1 update. Sources familiar with the company's Windows plans have revealed to The Verge that the software maker completed the development of Windows 8.1 earlier this week ? stamped as build 9600 for Release to manufacturing (RTM).

But yeah don't think of 8.1 as a new OS because it is not. Upgrading from 8 to 8.1 will be just like when you upgraded XP to XP sp1 or Windows 7 to Windows 7 SP1. (Although we can't really call this a service pack, it basically is. Instead of Service pack's they are adding new windows versions now.)

 

Example:

Windows 8.X = Just a major update of Windows 8 They will share the same key as the basic Windows 8.

Windows 9 = New key needed this is a new Windows OS.

Windows 9.X = Same key as Windows 9 just a major update.

 

We could have many Windows 8's Just like you can have many Service packs. We might get to Windows 8.3 before Windows 9 comes out.

Keep telling yourself that A lot of desktop app will not run right on 6.2 and net 4.5.1  need to be updated to run 8.1 And hope it fix before release That why you have msdn for

Well the Chinese do appear to have an OEM copy but its not leaked yet :( a few OEM's should have the RTM now. Winbeta have started reporting the news also 

 

 

 

Build 9600 was compiled on the 21st of August 2013, more so, OEM's have had access to said build for sometime now. It's rather surprising that the final RTM hasn't leaked yet.

The build that's being talked about here most likely is the final RTM. It's just a waiting game now for someone to leak it. I am sure its being handed around privately already. Won't be long peeps.

I hope we get it soon, love Windows 8.1 on desktop and tablet. However, if I put my tablet in hybernate and than close it  (it has a dock), it doesn't start up anymore without holding the power for 5 seconds, I hope this is fixed in the RTM.

Have you checked power plan settings? Change to a different one and then back again. Might work.

Well the only update i can give is what is on the front page, so won't bother :P Anyway what I said last night has been confirmed the final RTM is in the hands of some select people. We are just waiting for a leak from them.  

A fair few people have access now to the final RTM so it should not be long it's just a waiting game.

I can wait - the 8.1 Preview is doing quite well by me.

 

If it DOES leak, at best I'll do a clean-install thumbdrive for later use (or a clean-install VM for further testing).

On MSDN / Technet Download links for Windows 8.1 Preview are being removed, in some cases the link to download page remains but once clicked you get nothing. This could just be a bug, but the chances are they are removing the download for 8.1 release preview. 

 

I would take this as a sign they are gearing up to release 8.1 RTM to MSDN/TechNet. However this is NOT a sign it will happen today or tomorrow it could be anytime. I would like to think sooner release on MSDN/TechNet would be than 18th. It seems most likely as its a long wait if not.)

Microsoft hasn?t yet confirmed that it completed development of Windows 8.1 RTM, but sources close to the matter revealed that the company had already started shipping the OS update to OEMs around the world.

While a public announcement on RTM is expected this week, the company is said to try a different strategy with Windows 8.1, as it plans to prevent any leaks from reaching the web before the official launch date.

As you know, Windows 8.1 is set to arrive to the market in just a couple of months, with the public release to take place onOctober 18. Windows 8 adopters will be allowed to download it freely from the Store a day earlier.

According to information posted online by people familiar with the development process, Microsoft is now keeping an eye on everything related to Windows 8.1, as it wants to block any potential ISO from reaching the web without its consent.

While the company has always moved pretty quickly to take down leaked ISOs published on file sharing websites such as Mega, the tech giant is now struggling to keep the operating system available only internally, as a number of employees have already received the stable builds.

Leaked versions of Windows usually reached the web soon after RTM, most often because the company provided MSDN and TechNet subscribers with downloadable ISOs that could be easily cloned and published on torrent trackers and file sharing services.

Microsoft, on the other hand, is planning to restrict access to 8.1 RTM ISOs until at least early October for paying subscribers too, even though such a decision is very likely to cause a new avalanche of criticism.

The reasons behind this whole secrecy are yet to be disclosed, but Microsoft is believed to be trying to continue work on Windows 8.1 even after RTM, in an attempt to provide users with a bug-free operating system.

Microsoft on Friday completed the development of Windows 8.1, the first major update to Windows 8 and RT that will ship on new PCs and devices this coming holiday season. But this process, still called "release to manufacturing," or RTM, isn't the end of the line for Windows 8.1. Instead, the update will continue to be improved and updated before its release to the public in October.

I exclusively revealed the RTM and build number of Windows 8.1?9600.16384.130821-1623?on Twitter on Friday, just as it was being signed off on by the Windows client team. I'm told that Windows 8.1 has already been provided to PC and hardware makers.

But the RTM version of this update, oddly enough, is not the end of the road for Windows 8.1 development. Instead, Microsoft will use the time between RTM and general availability (GA)?set for October 17, 2013?to continue testing Windows 8.1 in anticipation of releasing a set of interim fixes, called Quick Fix Engineering (QFE) updates. These QFEs will be delivered to PC and hardware makers so that they can add them to their PCs and devices before launch. End users will receive these QFEs automatically via Windows Update within three days of GA.

This process of "finalizing" a product and then updating it before it is released to the public isn't new; Microsoft did the same thing with Windows 8/RT last year. But it does explain the two month delta between RTM and GA, which many had questioned. RTM simply doesn't mean what it used to mean, and in this age of constant iteration, no product is ever really done.

Perhaps more surprisingly, Microsoft has made a somewhat startling admission, at least internally: In a congratulatory memo to his team, Jon DeVaan, the corporate vice president for Windows Development at Microsoft, noted that he expects Windows 8.1 to be much more reliable than Windows 8 and to have a "fighting chance" of approaching the reliability of Windows 7 "in some areas." This suggests that Windows 8 is known internally to be not as reliable as its predecessor, a fact Microsoft has never stated publicly.

As it turns out, the wide range of new built-in mobile apps like Mail, Calendar, People, Photos and many others is what is holding back Windows 8's reliability. Some have argued to me in the past that these apps may be bundled with Windows now, but they're not "part of" Windows. But Microsoft's own internal metrics state otherwise: These apps?very much part of Windows?are what has held back the operating system's reliability scores. The new versions included in Windows 8.1 are expected to be more reliable.

Microsoft should publicly announce the RTM of Windows 8.1 sometime this week, sources tell me. Hopefully, the official announcement will include information about the firm's other plans for the release, including the availability of Windows 8.1 via MSDN and TechNet and any potential launch events.

The big question, of course, is what happens next. There are a few major milestones to consider.

First is a coming generation of new Surface 2 devices and third party tablets running both Windows 8.1 and Windows RT 8.1. My sources tell me that Nokia is the only major hardware maker (aside from Microsoft) to embrace Windows RT, and its first tablet should be announced soon. But there will be many new Windows 8 devices, with various screen sizes, capabilities, and peripherals announced in the weeks ahead. Microsoft and its partners hope that this combination of new software and hardware will trigger renewed demand in Windows products, which have suffered from a terrible year so far.

Second, Microsoft has vague plans to bring three major platforms?Windows client, Windows Phone, and Xbox One?more closely together. But it's unclear how or when this will happen. Windows Phone 8.1 is on an 18-month development schedule and won't ship until the first half of 2014. And with Xbox One rocketing towards its initial release amidst rocky competitive issues, it may be even longer before that platform can be updated to be more like the other two.

And what about Windows 8.2? Will Microsoft be able to continue this hectic pace going forward, or was Windows 8.1 the one-off service pack/feature pack mulligan that so many suspect? I don't have any answers there?my sources tell me Microsoft has no firm plans at all with regards to the future, in fact, given the recent reorg news and CEO Steve Ballmer's sudden exit?so the next year should at least be interesting.

Would not bet on a leak this week :( RTM does not mean what it used to it seems. I don't get why Paul claims to have "exclusivly" reveal the RTM build, as anyone could find it out, and the info was floating about ages before he even posted to twitter.

I'm sure you mean 8.1 Final Release, not the Release Preview.  I've just gone on Technet and the links for 8.1 Client Preview are still there.  It looks like it might just be a bug on your end.

yeah sorry i did :) the links were there for me but when clicking them i got nothing. A few others reported this also.

 

That screenshot on neowin front page the other day was fake by the way ;) the whole location of text / fact background is not inc in RTM gives it away. That and cleric the guy who posted it was trolling on MDL along with everyone the same day.

I can understand what they mean about still working on 8.1 after RTM and before GA, that could just mean they're tweaking anything from the default drivers you get (as hardware makers update their own) or just updates to the core apps.  I hope with 8.1 out of the way they'll speed up the updates to the core apps now, it's good to see the huge jump in functionality though, specially in the new mail app, if only that was how it was from the start in 8.0.
