GANT inspired desktops

Besides.. can anybody tell me what this little square at the left top corner at my screen is meant to be??

It's there for about 2 days, now.. I can rezise it to the top and the left but dno't move it oder drag and drop it, and I am also not able to right-click on it.. what is this thing???

P.S.: In wich .ini is the picture of the "System Properities" Tab???
