IPB Issue: Not displayed CSS changes / "failed To Set A New Photo"

Neowin Hello, my name Khez15 and I'm a new user of this forum.

For a while greet a problem with the forum.Yesterday I decided to make some changes to the header and a few small things.I started to edit the CSS etc. So far so good job, and when I see how little the forum sees surprise any would be changed apparently was as before, no change.I want to know how to combat this problem.Another problem that is experiencing the error "failed to set a new photo" to avatars.I hope I come up with enough detail, thanks in advance.
