If you're just looking to read the drives then the bootcamp utilities would be the best option. That is what I use to read my Mac formatted drives.

 

Used to use Mediafour MacDrive, but it started causing weird issues with one of my drives in Mac :(

I can tell you from experience that Paragon's hfs & ntfs software is really the only good option

 

everything else is either sub-par or unstable or only allows read but not write

 

there's a dual deal as well http://www.paragon-software.com/home/ntfs-hfs-bundle/ it's really not too badly priced for what it's worth, especially if you make use of it

Well I took it that OP requested READ...

"I have a Mac formatted external HDD which I would like to be able to read within Windows"

Which I can for say the hfsexplorer does that stable, easy, free...

If have had to do anything else with a HFS disk, I have just mounted under linux. Real easy to boot a linux live CD and do whatever it is you need to do to the disk. Hfsprogs is like every single linux distro anyone would be using is it not?
