Internet Explorer has stopped working message (Help)

Question

This morning when I opened Intrernet Explorer on my Windws 7 PC I got a window that says Internet Explorer has stopped working, and a window at the bottom of the page that says "A problem with this web page caused Internet Explorer to close and reopen the tab".

So far I have done the following, all to no avail. Everytime I open Internet Explorer I get the same messages:

Changed the home page.

Started IE in safe mode (no add ons) I get the same messages even in IE safe mode.

Reset IE and reset personal settings.

Checked to see if there was a proxy under LAN settings (there isn't.)

Uninstalled Java and Silverlight from the PC.

Ran Malwarebytes and Hit Man Pro (both found 0 threats).

Uninstalled IE 11 to IE 10 (same problem).

Uninstalled IE 10 to IE 9 (same problem).

Tried to reinstall IE 11 (get message IE 11 did not finish installation).

Does anyone have any idea what is going on? I'm at my wits end.

I forgot to mention in my original post that I had booted into safe mode, and the first time I started IE I received the same message but subsequently I was able to run IE in safe mode without a problem.

I was just able to reinstall IE 11 but after restarting the PC in normal Windows I still get the same problem.

I went into Event Viewer, and clicked on IE and it says : Number of events: 0.

I'm at a loss as to what's going on.

Don't look under internet explorer look under Windows logs / applications. The crash will be listed there.
