I might be wrong, but I think the November update added the ability to use your Windows 7 key on Windows 10 without the need to install Windows 7 Pro first.

 

Just install Windows 10 Pro, and when prompted use your Windows 7 Pro key.

Been that way for a few years ... I think shortly after 8's release (or when they ended retail sales of Win 7).  You can upgrade 10 Home to Pro ... for about a hundred bucks I think.

Windows 7 Pro or Ultimate installed then upgrade Win 10 Pro for 'free' Windows 10 offer. You have time left before July 2016. 

 

If you want to upgrade from Home to Pro, Contact Microsoft or buy a copy for a fee. 

 

 

If you have Windows 7, then it will be upgraded to Windows 10 Home. 

 

If you have Windows 7 Pro, then it will be upgraded to Windows 10 Pro.

 

Ultimate will be upgraded to Windows 10 Pro.
