Non-Windows tablets that allow multiple user accounts?

Quite a few, actually.

 

1.  Galaxy Tab 4 (7" wireless - Samsung) - supports multiple users out of the box.  The minus is the feature is unique to the stock ROM (4.4 KK); an even bigger minus is that there are exactly zero community ROMs for it (as opposed to the older Tab 2 in the same size).

 

2.  Google Nexus 9 (HTC).  This TegraK1-driven monster tablet/phablet just left active developer duties this year; fortunately, since said departure was, in fact, just this year, there are plenty of community ROMs available for it.  Price-wise, it's now cheaper than the Nexus 7 (which is why it replaced the 7 on my radar in the 16GB configuration).

 

3.  Google Nexus 6 (Motorola).  The Nexus 6 is a phablet only - which means you need a carrier to take advantage of the LTE features.  (Theoretically, you could still use it as a straight tablet if you choose to forgo a carrier - however, I have no idea if the 6 won't moan and groan at you if you do.)  The 6 is still an active (for now) developer device; therefore, you can not only get 7.1.2 directly from Google, a preview image of O is available as well; like the 9, it supports multiple users out of the box.

 

4.  Pixel C (Google).  THE monster of Tegra K1 hardware - bigger screen-wise than even the Nexus 9, let alone the nVidia SHIELD tablet.  Like the Nexus 6, it's still an actively-supported developer device (which means you can get current ROMs directly from Google via OTA - including a preview version of O); however, it is the priciest of such devices.
