Web Content Filter vs Proxy Server

We are wanting a way to block websites from being viewed by users. The two best ways i have found to do this are through either Web Content Filters such as N2H2 and Websense, or through a proxy server such as WinProxy. From those of you with experience in this which do you think would be the better solution for settings with less than 100 users?

N2H2 is a pain, you pick a level and use it if you want to see jsut one site that level blocks the only way to do it is to change to a differnt level which allows that site, and also allows sites you may not want to be able to see.

I woudl advise run a server and manage it youreself
