Excel for macOS; Question about DropDownMenu with Conditional Formatting

In Excel for macOS... I want to be able to create the following (see attachment) within 'Conditional Formatting', so that I can later on link towards these cells and use them in a DropDownMenu

 

• Can someone to explain me in detail how to create this in Conditional Formatting??

I don't think you can actually make the menu items coloured in the dropdown but you could just have conditional formatting on the cell for when the value is selected to change colour.
