Windows 11 style context menus randomly have scroll bars

Anyone else see this? I've done clean installs on three systems now and after the video drivers are updated and nothing else installed yet when I right click on the desktop the context menu sometimes has a scroll bar on it and it only scrolls like 5 pixels ... might be related to screen scaling? all my monitors default to 125% for scaling on a clean install
