Win 11 Create or rename folder issues - Can't find the specified file

When I try to create a new folder on my W11 Pro desktop, I get the following error message:

Rename Folder

Can't find the specified file.

Make sure you specify the correct path and file name.

New Folder

Date Created: xxxxxxxxxx

This is followed by:

Rename

The file or folder does not exist.

A new folder is created, but it is always named "New Folder" and when I try to rename it, I get the same sequence of error messages and the renaming fails. I have run these commands:

DISM.exe /Online /Cleanup-image /Restorehealth and sfc /scannnow. No errors are returned.

I have also changed the attributes from read only to nothing, and I have tried take ownership just in case that might have been the issue, but neither yielded any results.

The only way I am able to rename the file is to use command prompt to do so, otherwise every folder I try to rename gives me the same error. I have found some recommendations from Google searches, but they are all for Win10 and involve deleting a section of the registry and replacing it with a copy from another system. I do not have access to any other system, so that option is out of the question.

When you say "desktop" do you mean desktop PC, or within your actual desktop folder?  Can you post the full path?

Win 11 upgrade from W10

Desktop PC the full path does not make any difference but c:\users\(name) id one example it does it on  Drive C and Drive D, C is an M.2 and D is a mechanical drive, I have checked both for errors

Yeah, that does not do anything unfortunately. Also the issue is not on the desktop, it is within Explorer

    • I have a Motorola B12, and it's been working pretty solidly for a year now. 
    • yes, which is especially funny considering you no longer have an option to turn them off, so how could this matter to anyone? It would be pretty evil if they waited until after Windows 10 EOL to renew the certs, but based on these dates, it looks like that wouldn't be possible, so no worries that I can see.
