Shouldn't be too hard for him to do, just a few line changes. I've already made a personal port to WB4.3 that's about 92% complete now, with thicker title bars and a large start menu. I'm leaving the 'official' port to 'Snidely Whiplash' since he does a damn fine job of converting skins.
