yeah it's samurize with a weather plugin and i changed the images from the plugin to the weather docklet from object dock...

Samurize can be used in the form of a toolbar sitting in your taskbar :)

Edit: Oh and come to think of it there's also a true launch bar weather plugin i've used in the past.
