Control Panel (.cpl) file for Folder Options

It's not a .cpl file, it's a namespace key in the registry:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ControlPanel\NameSpace\{6DFD7C5C-2451-11d3-A299-00C04F8EF6AF}

You can access it via a shortcut. Create a new shortcut and make the target "control folders" without the quotes. The icon for folder options is in shell32.dll.

wat exactly is namespace i see it used so much but still wonder wat it is u know?
