Latest news is that wormbo isn't going to keep developing Anti TCC and with the latest patch (v3236) many people are having problems connecting to Atcc protected servers. Press Read more to see the new md5 checksums or link to utsecure that seems to be the standard from now on.

Updating the server to 3236 and disabling fullmd5 checks should fix it.

I hate AntiTCC, I know I would probably be more upset if it didn't exist but, I always seam to get booted from servers because of it... Every time it chooses a random file from UT and claims it's currpt (even when it's not, after another try I normally join the server). I don't know if this will make any difference.
