Hmmm... It doesn't seem to be working.. Or it must be that I don't know how to install it...

I have Windows XP Media Center Edition... Is that alright?

Have you run the UXTheme patch yet? You need to run it so you can use 3rd party visual styles since Windows doesn't let you by default. (Download)

If after that the theme doesn't appear under "Properties > Appearance > Windows and buttons" then read this:

Q: Uxtheme was patched successfully, but visual styles do not appear in the Appearance tab dropdown list. What do I do?

A: This is a common problem, but one that deserves more attention than it is currently given. The problem is caused by a misnamed visual style folder. For the style to appear in the list, the folder name in which it is residing must correspond to the name of the msstyles file. For instance, gloss.msstyles must be in its visual style folder named “gloss” in the correct directory (C:\WINDOWS\Resources\Themes) and it will appear. The correct path for the file itself should then be:

C:\WINDOWS\Resources\Themes\gloss\gloss.msstyles

And equivalently, the shell folder should be in the same “gloss” folder: C:\WINDOWS\Resources\Themes\gloss\shell.

Err, I just downloaded that. but I still see it.

am i missing an option?

The problem goes back to what Borah had before. You must have the .msstyles and the folder name match for it to show up under "Display Properties." Inside TigerVS_v2_1.zip there are 4 different .msstyles. Chances are that you did not rename the folder to "Tiger NS." Tiger NS.msstyles is the No Spotlight version. If you did not rename the folder then the regular Tiger.msstyles with the Spotlight icon is shown under "Display Properties" and is the one that you keep applying. Just rename the folder to the version of the .msstyles that you want.
