is there one of these that exists? so that i could build a "fake network" that doesnt really exist?

if not...how hard do you think it would be to code something like this??? i think it would be really

neat to have something like this...to teach basic skills like exchange servers and AD.

Well, you could go get a copy of Windows Server 2003 Evaluation (Trial) and test it with vmware in a virtual network.

cisco router software is also extremely small and customized. If you just want to learn administration, there are a number of CBT modules. There are no "emulators" for the OS, other than running the whole OS on either real hardware or in a virtual mode (like virtual server or vmware)

what exactly is virtual server?

but still not what i was thinking...because if you do do that, it will try to make actual network ends....and things will eventually not work correctly...

Not necessarily - you can set up all the Guest OS'es to be on the same virtual network.
