It looks like a direct rip. I compared the lists (yeah too much time on my hands atm I guess). It even lists stuff that you listed 3 different times such as: planetphotoshop.com in the same exact order. It looks like he cut and pasted your list, but left out your titled links. So if you take the titled links out on your list Colin, you get the same exact list as if copy and pasted, but didn't want to take the time to get the URLs to the titled links and just erased those. Looks like the * marked ones are from a different source, although most of it was already listed.

There isn't a doubt that this list was ripped from you or someone else who ripped it from you. I even did google searches to confirm "the exact same order" and :o it was completely different...all of them.
