Because you cannot use Delphi 6 Personal to make even freeware apps. There is no "Delphi 6 Standard Edition," so you'd have to fork out the big bucks for Delphi 6 Professional if you plan on using your programs for non-personal use.

You can still get Delphi 5 Standard for dirt cheap. I just bought a book this year that comes with Delphi 5 Standard (retail version). I think the book cost about $35.

Of course if you don't plan on distributing your software, then Delphi 6 Personal is a great deal.

Actually if all you want to make is freeware, you can use Delphi 6 Personal. The license says that you can distribute your apps, as long as you do not make any profit from them.
