Yep that's true.

If you want it to work just like the firewall in SP1 then goto the firewall config page and choose ON and Don't allow exceptions.

Now it will act just like SP 1's firewall(So you won't get told when it blocks something from coming in and you won't get a dialog asking to unblock or keep it blocked).

You seem confused. Let me explain,

Directions in which traffic travels are defined as Inbound and Outbound. Traffics coming in to your computer are inbound, and traffics going out from your computer are outbound.

That would be equal to no restrictions on outbound traffic. Windows Firewall will not filter outbound traffic anyway so this is not an issue in your case.

Since there is no outbound filter, the dialog box that you are getting are referring to inbound traffic. If you don't want to block anything then you can just ultimately turn off the firewall.

But when I start ICQ or run some computer games I get a dialog popup asking me whether to block it or not. Is that considered "outbound" traffic? I want ICQ and the games to connect to the internet without bothering me about it. But I still want the firewall to block attempts by people to connect to my computer from the internet so I cannot turn the firewall off.

That is not a warning about outbound traffic. If you read the box it says that it has blocked the program from accepting connections from the internet, that means it blocked INCOMING traffic not outgoing.

Like I said in my above post this firewall is pretty much exactly the same as the one in SP1 and before except now it allows you to know when it's blocking incoming traffic and easily enable it instead of having to make you're own rules. If you want it to work exactly like it did in SP1 and before than do what I said above.
