Disable change of system volume

Start > Run > gpedit.msc > User Configuration > Administrative Templates > Control Panel

Then right-click Hide specified Control Panel applets and click Properties. Click Enable, then Show, then Add, then type mmsys.cpl, then OK.

You'll have to remove the speaker icon in the taskbar beforehand. This won't disable volume change but it will prevent the sound icon from showing in Control Panel. Then the only way to change the sound would be possibly through keyboard controls or typing mmsys.cpl in the run dialog box.
