Mac OS X 10.4: Dashboard SDK - When?

I was wondering if anyone has information on when the Dashboard SDK will be released? I read in the Apple's Dev area that it's available as pre-release software (but expensive to join that Dev community).

Will Dashboard SDK be released the same time as Tiger, before or after..?

1.) It won't work in Panther because it's not downloadable (Dashboard that is, not the SDK). It is built into Tiger (as a new feature, along with Automator etc.)

2.) That sucks :(, I was hoping to grab some tutorials to make my own (I did find Apple's single tutorial, but I guess that's all we get).

1. You actually can run Dashboard widgets in 10.3, but you need Safari 1.3 Developer Preview.

2. Apple will release documentation on how to release dashboard widgets to the public when Tiger is released. Currently though, you have be a paying member of Apple Developer Connection. There is some documentation already in Xcode 2.0 about the matter, so it's not like the public will never get the chance to create dashboard widgets.

I know it's not exactly what you were looking for, but you can at least have a look at what others developers are doing... and maybe, some clue to how to create widgets...
