Flashes cheaper skinny little brother is called Swish, but I'm sure that's commercial also.

Basically, learn HTML and get a free HTML editor, or use Notepad.

and use Gimp for your graphics if you don't wan't to pay.

Flash + dreaweaver + photoshop != good website

Skills = good website

Your not going to get very far with 3D with a free program IMO, Search For paint shop pro, it has a trial and the download isn't too big. Frontpage is good enough if you no how to use it, dreamweaver is a lot more advanced.

Edit:\\ Dose anybody remember that free paint alternative? I think that's what it said on the website of it, it was coded by some guys at Uni.
