The accounts that you setup on the domain controller really are local to the domain controller. If everything was to go down, you could still log into the domain controller locally with for example the Admin account...

Firstly if your AD Server went down you couldnt log on as it would be down wouldnt it?

Secondly when you promote a server to domain controller you are prompted to input a Directory Service Restore Mode Administrator password. This is used incase you need to boot into Directory Service Restore Mode or the Recovery COnsole on a Domain controller.
