2003 User accounts and how to backup

I use NTBackup to make daily backups of a stand alone 2003 webserver.

But what I am curious of, is what to select to backup when it comes to restoring user-accounts.

Would System State be enough?

As we use IIS, all the account info needs to be backed up.

Anyone has an idea?
