Hey im a noobie in about forums.So want i want to do is try to modify this site skin or does the owner of the forum has to get more skins.What im trying to say is that can i download the skins posted above and implement them to this forum so i dont have to look at the same ones everyday?

That's something the admins of the site have to do. Neowin is highly customized, so implementing new skins isn't that easy.
