Where do i download that theme and use it?

I've downloaded the file now but where do i put the "BlackMesa.msstyles" or do i need to download a program inorder to make it work.

Maybe this isnt quite the place to ask this, but I want to mod the theme I'm currently using. All i want to do is change the colour, I've downloaded reshacker (i believe thats what you use :unsure: ) and well dont know what I'm doing... An explanation or linkage would be helpful :)
